Dirty Cop

Maybe a dirty cop loot. It would reduce all turf within a 1m radius around a select turf to 20/100 hitpoints. This would facilitate capping yet not be too much of a big deal. Maybe they could only be obtained by trading in 10 car bombs to the don. It takes me a few months to get that many.

I made the change from inf to Hp as its Hp that decides weather they are hit enough to be capped or not.
