  why not have the turf limit move up to what your amount is so if you capture turf you can tear down And rebuild?

  Because some people have more than one name and can abuse that very easily. Say someone has a kid with an iPhone and he downloads it just to steal turfs from the new account, his turf limit would rise and then he could be capo of just about any city he wants if he's got the mob. Just buy your turf limits from the don like everyone else.
