Bad idea. It would be great for big players because they could see who's taking protection money off them and then cap them! But the small players would all ways lose out.
The way it is now is better give smaller players a chance to earn some money from the big boys!

In what real world gangster context do you pay 'protection money' without knowing about it??? It's meant to be protection not simple theft!
