We are mobsters not immigrants and their is no laws about traveling to diff states in real life. I don't see the place for that in this game.

i agree with belial. Although if they put a "border crossing" on the borders themselves and used that somehow, that would be interesting....

Don't forget that this is an international game and that some countries are smaller than other country's states or even counties.

There are laws about crossing state lines before during and after commission of a crime. Perhaps "man hunt" is better name for this loot item and instead of state lines it could restrict movement and increase cost of dropping turf. Could be useful in a war
