What about if the "base influence" of a turf(now constantly at 1) grew with time?
For every X number of days, the turf "grows" by one inf. When a turf is capped, it is reset. This will make it possible to get protection on maxxed-out turfs without using loot.

Then new players wouldn't have a chance would they? They'd be forced into paying protection because theyv played a lesser amount of time.

Meh, I guess so. I really think that there needs to be new features, and new ways to spend cash.
This game is like a severely limited Mafia Wars with GPS. If it wasn't for the GPS, I wouldn't be playing this game. Honestly, just saying.
Now if Mafia Wars had a GPS feature... now THAT would be awesome.
This game needs more. Lv. 30 and I unlock everything... The heck?
I would love to see this game look more like Mafia Wars... Just not as complicated.
Job Tiers, ect., this game hasalot of potential.
