If you're the only player in your town money comes slow, to help smaller players (and others) get access to another revenue stream how about a trade system. You could assign each town a limited resource, say dope or booze or guns, that resource would be controlled by a turf not the capo (although the capo would get a cut). Then the controlling player could trade with others to get cash. It would give an incentive to small players in low traffic towns to keep playing, ease the burden of buying the high maintenance weapons and in more populated places, i.e. NYC, create some interesting battles and incentives for the bigger players who might be loosing interest.
