Union Boss - disapeared

Are there any reasons I should have lost it? I acquired it via loot at a very low exp level. I applied it to a turf. The influence was effected, but the union boss has diaapeared. Is this normal? Does it have to do with the fact I'm only level 8 and shouldn't have been able to use the UB in the first place? Thanks for any insite.

I had this happen to me. He's till there, but you aren't high enough level to do anything with him. The game won't show him until you reach level 30. If you try to move the turf you will lose the boss
