Put the looted turf items that are mixed in with the normal 'classic' turf upgrades underneath the union boss equip section. Like bagman and liquor license.

I assume they are ordered on inf and level unlock.

They are ordered on influence definately (in the turf upgrade screen). I can't say for sure with respect to level unlock.
