I think you should be able to post to the forum with the ability to choose individual players that can NOT see the post. Like if you wanted to try to rally players against a certain player, that player shouldn't be able to see that forum thread if you so choose

That's completely different as far as I can see. PM can only message 1 person at a time. I'm saying, being able to post in the forum and EVERYONE EXCEPT who you choose can see it
