I can see how using the weps and armors causes upkeep but what if you're not using them? You don't need to pay ammo upkeep for unused weps! And how do the guns before that not need to cost for ammo? Now for grenades, how do you reuse them if they just blew up?

Unless ur stupid enough to buy 100s of weapons beforehand ur not gonna lose much on extra upkeep. And provided ur income increases alongside ur mob u wont even notice it.

I am sure that upkeep is partly storage costs, like rent, water power sewer, staff to watch them, bullets used for target practice. There are many reasons to pay the upkeep. It is best to only get what you need.
