You equip it to a turf and if someone tries to attack or cap it they get busted and fined depending on their level and cash. Also a random chance of 1-5 uses on 1 turf.
Any plus or minus facts of this?

I like the idea....gives a more random factor to attacking turf and may make players think twice.

Wouldnt call it Police Barricade tho,maybe something like "Blockade" like they did with the cars at the house after Vito was shot in The Godfather.
