How can you be 15million on dept at level 11 with 5 turf and a handfull of upkeep weapons??? Is that even possible?

This was answered in the help section. If you didn't like the answers there, you won't like them here.

All you can do is sell everything that is costing you money, pay off the cops with don points, run missions and wait for the negative balance to go away.

Which in your case will take weeks.

Or, you can reset and be back to level 10 in a day and enjoying te game again, but this time with a little more knowledge of what NOT to do.
