I think players should be able to share and loan money. to one another. Ethier as a gift, a way to repay someone for help, or you could charge intreast

The only way to reach a peace agreement is to beat your enemy into submission.
And paying someone to STOP attacking you? What are you going to do-give them more than they when they DO attack you?

And also how do you know that they will stop. I would force money out and then keep attacking. It's a war game. Get used to it.
