15% is pretty steep, that's a given. How about two types of banks. Drop the fee to 5-10% on current bank (not sure why, except to differ from my next suggestion.)
Add an offshore account, protected from public view, that may be worth 10-15% fee. If I want to keep an eye on a rival, I will look at top mobsters in a city where he has turf to see get some stats on him. Now, if I'm him, i may not want me poking around. It may be worth a fee to keep others from seeing my available cash.

Maybe interest or a fee should be paid monthly to insure that it's only used as a strategic tool and not a place to stash cash before taking a hiatus or quitting the game. Either that or it reverts to a standard, visible account after 30 days.
