Make them more powerful.
As it is now, they destroy 2-7 upgrades. If they destroy 3 collectors, that is 3 upgrades.
I propose the upgrades be counted collectively. 1 collector, 2 collectors...5 collectors...would be considered as only 1 upgrade: Collectors.
So when a car bomb destroys an upgrade, such as collectors, ALL collectors are destroyed, but this will be considered only 1 upgrade. If it destroyed 3 upgrades, that could be the Collectors upgrade, the Storefronts upgrade and the Gambling Den upgrade, regardless of how many of each you have on the turf.
Leave the random number factor in there (2-7). This would increase the effectiveness of the car bomb. -
And to combine Belial's suggestion about upgradeless turf...say the car bomb's random number this time was 6, but it was used on a 49 inf turf. That puts only 5 upgrades on the turf. in this case, the turf itself would be destroyed. If the random number was 5, it would take the turf to 1 inf w/o destroying it. So if the random number of destruction is higher than the number of upgrades on the turf, the turf itself gets destroyed.
By leaving the minimum "random" number at two, this would automatically destroy a turf with no upgrades.
This would assist in going after big players hiding under the 10% rule. They would have to put at least a few upgrades on their turf to ensure it's survival. But how many...that's the risk they'll have to take.

One way of the best ways to fight the 10 rule, if it were in place and used appropriately. Correct me if I'm wrong, but wasn't the rule added to protect smaller players from bullies? I mean I guess bullies will be bullies no matter what, and this could be a way to fight them, but it would just seem simpler to get rid of the rule in the first place...

Yep. The 10% rule needs to stay. We need some balances in place. Things like this would be nice because it creates a natural counterbalance that at the same time adds another element into the game
