Ability to take a turf for up to 5 Mil ransom to the owner depending on your lvl. Great if you have a player troubling you!

What's to stop them from taking all your other turf instead of getting theirs back?

Good item just change its effect maybe take 5% of the players total $$ it give to the player using the note.

I have 193M right now which means they would get 2.5M (give or take) no biggy for me but a great boost for small players so im failing to see the problem?
