Since this is a Gps game that makes it 100x better than Mafia Wars. I think the realtime location of the User/ capo should provide an enhancement.

First, if a user/capo is physically located in his turf that turf should generate both higher income for the given time and have a higher defense rating.

Additionally, if a capo/user is physically in a given turf and it gets taken over, the capo/user should lose more $$.

Once you reach a Capo Title the turfs within that area would unlock a special power-ups that could be purchased at high cost lets say +Attack/Defense/income If the Capo title is lost these upgrades would get disabled but not deleted. This would help to elevate and separate the Capo title from regular players

That's good too . I am just playing more on the gps function and powering up certain turf when the owner is actually in it via gps.
