It says i don't have a turf in the turf menu. But when i go to build one it says your too far from your exsiting turf...

Sounds like it is unable to get your location. Are you on android? Make sure location services are enabled and that you've given turf wars permission to use your location. I think some android devices have a battery saving option under location services. You'll need to turn that off. Then fully close and reopen turf wars.
