Is it wise to buy inf upgrades with upkeep if your trying to get the best cash flow you can get

There aren't any influence upgrades that can be bought that require upkeep.

If you are referring to the defensive upgrades, they don't add to the influence of the turf. Very rarely are they worth the upkeep.
