This would essentially counter some of the Bren issues and balance the game play. You could make them High upkeep costs.

It is to balance a highly unbalanced late-game weapon, so yes, it will help bigger players. But what are you saying way too hard? You're level 2, you are guarenteed a win if a bigger player attacks you by the Don, and will for the next 13 levels, I think. This is to make it more balance in the later levels.

Don protection isn't enough help. I can't get 60k mob on a super inactive game as soon as I'm level 14. And even if I did decide to wait until level 14 or whatever to mob up, I won't be making that much money because low levels can't place much turf unless they use don points. So how'd I fund a whole army with such low income?

It would only help those whose mob/turf ratio was ok. You have a small mob and tons of turf, you’d be set. But a large mob with little turf, be all bad.
