Allow players to pay other players to take out some competition

Mob bosses don’t do their own dirty work. They get their own guys to do it for them.
But that’s kinda what vendettas are for.... and cement shoes
Also I think the developers don’t want a way for people to easily farm in game cash from other players.... (also in game cash is so useless unless you have a crap ton of upkeep but even then all you gotta do is increase your turf limit again...)
