Raise base influence to 87

Maybe make it so base influence can raise to 87 to be able to take advantage of the gazillions of inactives turf at 86 rather than just working around them or capping them.

You can tax them with loot.

Well I realize you can raise it higher than 86 with loot but with a lot of turf that's a huge amount of loot

Raise base influence to 88 so max sits at 140

This is a good idea, it would distinguish active from inactive (at least for a bit) and also let players collect more money from the inacctive without capping.
