I think that an interest payment is a good idea but maybe base it on something that is unconventional. As an example, make a baseline of 100k in the bank to get it, while the payment is based on the money that you have not in the bank. This way attacks are still encouraged and additional strategy is put into play without taking away existing systems.

That's the thing if you set it up according to my first post, you make more by having money outside the bank.
