In some instances, new, low level players can loot enough of the upkeep items to have a deterimental effect on their income.

While the free attack and defense power may be good for them, I believe it is still counter productive.

If they could sell the five tommies they loot, they can buy over a hundred galesis, and be in a much better position to protect themselves, and free their income up to speed the building of their empire.

Or at the very least, kill the upkeep until they hit the proper level for the item.

My friend started the day before loot...got weapons he can't use, this would of been an excellent way for his tiny income to remain as it was...

Or how about an exchange? Either with the Don or with another player, so I can dump my maps & get assault rifles.
