I've just started playing a few days ago, but I feel like players around me are inactive also I'm curious in general , so?

Message them, cap them, or search their names in the Mobsters tab. If they don't show up, they haven't logged in for about a month.

Bomb their turfs.

Check their exp points. If its over the number after the / it means they are inactive and havent been on to level up👍🏻

You light the fuse then run like hell.
There's a loot called Car Bomb. If you have one you can use it on someone's turf. It'll destroy a few turf upgrades and possibly some loot that may be equipped. There's a chance your car bombing will remain anonymous, but don't count on it always being so.
