I can't capture turf in my area even although I have all the required things to do so

cause the turf has been attacked too many times so its low on influence temporarily and you have to wait for it to regenerate to keep attacking and eventually capture it

It may be that as your attacking and lowering the turfs inf it falls below one of the requirements thus making it uncappable for you.
