Make an indicator on players public profile that says when they were last online. Maybe an average response to time to messages or something like that so you can tell if they are active or not

Send a PM. If they don't answer you, they're inactive.

Check the player's turf list. If they haven't planted or capped a new one in months, they're inactive.

Cap some. If they don't whine about it, they're inactive.
