"Declare war" on a turf

With the normal time to maturity for capping set at 24 hrs... What if there was a "declare war" feature that could reduce this time to 12 hrs?

As soon as you hit "declare war" on a target turf, the player owning that turf would get a notification that you intend on capturing that turf, as well as from which turf the attack will come. Because it reduces the element of surprise, the maturing time should also be reduced to balance this.
