City lockdown

I'm currently looking for ways to sort out the problems with huge turf limits. One things for sure, it's too late to put maximum turf limit as the limits are now too high and we can't take something away that's been paid for. So I got to thinking about how nick solved the huge mob problemm with vendettas.
My idea is to lock a player out of a city for an amount of time. Now hear me out, as this I think is a new idea and so may be far from perfect.
The process could work something like a vendetta. First off you would need the current capos blessing (there would be a point to being capo!!) then you would have a group of up to 3 players that would man the "road blocks" that keep a player out. These mobs would have to have a combined mob to exceed the mobster being kept out, they would have to have turf in the city in question whilst the player targeted would have to be absent from the city at the beggining of the lockdown. The lockdown would have similar characteristics to a vendetta. It would last for 1 week, could not invite the same people Untill after 30 days etc. Those involved in a lockdown could not be involved in a vendetta or another lockdown at the same time.
I think this might do something to "curb" the habits of those with huge turf limits. The perpose would not be to stop them, also I think this dimension would add a cool new game dynamic.Comments, suggestions, please let me know.

One word: Geocoder

problem with getting capos blessing is that many cities have more than 1 capo or the capos are inaccurate. But not a bad idea

Apart from the two issues listed above, what happens when the invader caps someone on the edge of the locked down area that's not involved with the lockdown but within the capo's turf?
Maybe the lockdown should be more generic, like limiting number of turf that can be capped ot placed in the area? Or possibly limiting the number of henchmen (or totally removing them) from any combat involvement?
Not thought through those ideas fully, so there may be holes in them...

The player would not be able to capture the turf. As it's in the lockdown area.
I don't think taking out henchmen is the right way forward that's a separate issue I think. -
Yeah the geocoder would be problematic. Shame realy. Still one for the backburned if it ever gets an upgrade.

And some capos are INACTIVE. Think of the people, not yourself.

You can take out inactive capos though. The good thing about people who are inactive is they don't tend to mob upAnd some capos are INACTIVE. Think of the people, not yourself.
