As of now, the only useful defense upgrade is the looted item Lookout. I propose adding a new looted item called "Off the Books" or "Exempted Protection" that a player can equip to turf to prevent them from paying protection to other players. Listed below are suggestions that would allow this loot to be fair and prevent it from being overpowered.

1. This loot needs to be rare since having too many would destroy turf taxing.
2. This loot gives no defense or influence increase to turf. It qualifies as a defense upgrade because it's being used for protection purposes.
3. If a player car bombs a turf, this item is, by default, destroyed. This way, players have a way to tax turf of inactive players or send a message to those using it without losing their source of revenue.

4. If a player captures turf with this loot equipped, they get to keep it like any other upgrade.
5. The only way to tell if a turf has this equipped is if there is no tax revenue when there should be. This way, players will have to pay attention to their turf if they want to recieve extra income. As a result, smaller players can avoid paying huge amounts to bigger players (unless they have observant taxers)
6. Players with this equipped can still tax others. They still cannot tax turfs of equal or greater influence, but taxing turf with less will work normally.
Note: Changing #4 to making this loot be destroyed with capturing a turf would make players more likely to use car bombs to destroy it, since it would be a double loss otherwise.
In conclusion, implementing this new loot item will be neither difficult nor unfair. It gives people a reason to pay attention to turfs and a target for car bombs. I think it will definitely spice up the game a bit.

Its comments like this that keep change from coming...
There should be many solitions to problems and "move the turf" isnt always a solution in a locked down airport or island so why give us an obvious solution when we want to think more then just react...
