Basically they would add in a new loot that would allow you to use it on somebody, and the chance of them getting busted on a mission doubles for 12 hours, and police protection doubles if it is unpaid and takes the normal amount paid if not paid for 12 hours. HOWEVER, this loot could

only be looted by ATTACKING someone. Say a 2.5% chance per hit.

I like the idea of looting stuff from attacking people.

Yea might be on to something there could always make some type of loot item that a person could counter this as well
If you need room in the severs get rid of lookout lol
