How do some people have so much turf?

I've seen people that have 1,000-100,000 turf. How? Don't you have to level up or use favor points? That would take years and a lot of money. Is there another way to acquire turf?

Most ppl have spent money to increase them limit but some have gone over there limit by capping others, that means they can't plant anymore turf to move around.
