A loot item that can be used on an enemy player's turf which causes them to not be able to plant from the turf. I was thinking that if a police map shows you where the police are and lets you build farther, you could rat a mobster out to the police which would have them surround the area and make it not possible to expand territory. There could also be a chance that the police find out who you are and both of get your turf unable to plant from, maybe it could disable planting from the user's closest turf to the turf it was used on.

Interesting idea idk how it would work in practice, but it would be cool

The police map was released to help deal with dead spots though. Who knows if it ever would have existed if there were no dead spots.

I can't say that I'm a fan of this idea, even if you had put a time limit on it. (Having it last forever doesn't go with the game.)
