Not sure how difficult it is to implement, and I'm sure it has been asked in the past.
If you claim protection from a player then you get impacted when that turf is attacked .... i.e. your turf gets damaged as well. It would mean the decision to claim protection money a bit more of a risk and also give the smaller players a better chance to survive in a hostile area. Rather than go negative with multiple 'protectors' you would have a pool of available cash that would be shared amongst the larger mobs .... who could fight it out or share.
There may well be a very valid reason why this is not a good idea.

Protection is with respect to you pay money so I don't cap your turf.

Point. On reflection, notifications could get a bit annoying if turf your taxing is attacked and you get impacted too. I like the 'Shared cash pool' though. The biggest turf gets the lot or even sized turfs share. Small players can go negative pretty quickly with a big of help ...
