Randomly enlarge and shrink the area turf build area for airports. Randomly open smaller airports for certain amounts of time.

What is the basis for this? If someone is closing an airport, it just means they expand the area controlled to ensure any fluctuations have no effect.

If it's randomly open and close an airport, I think that's a lot of work for the developers. Further are these to be announced? If so you just get a sudden flood of big players into a remote area and potentially intimidating locals.
