Maybe there could be a loot item that makes your upkeep disappear for a while. Even if it was a little bit it could help players who need a money boost or something.

Very helpful for small mobs, unnecessary for established players and I'm sure soneone could find a way to exploit this. I remember hopping toward my first airport and having to stop daily when I had run out of money.

I haven heard this yet. Smart, if you run non upkeep durin peace and managed to get like 5 than you could use them during war.

This game take a little time and effort to get to a competitive level. There's a lot of suggestions like this one that try to eliminate that effort. Not sure if I like that.

Not sure this would make to much difference, so long as it was limited time frame like the consigliere. It would only really benefit newbs, as the bigger players already have billions or trillions in the bank and some have hourly rates that beggar belief.
