In spite of the "Be careful what you wish for" sentiment, this has potential. Announce it well in advance, it can be blockaded, (yes those are never foolproof, but largely effective.)

The medium sized (need to be able to survive around an outside airport) locals could get out. As it is now it is mainly 25k plus players with at least a year playing who have the ability to hop from the lower 48. So it's not exactly like Alaska is immune from people capable of destroying everyone who plays up there. Done properly, it could give an Alaskan player unlikely to hop out another way out, and a blockaded airport would decrease incoming destroyers.

Might be worth a try.
