maybe for a certain amount of don points we can "keep an eye" on a specific player or city, receiving notifications on who is planting new turf or moving turf.

its a stretch, but i know mobsters have ppl on the streets looking out for new comers to their area.

Hmmm. "sabotage". U can buy from the don to use on any player higher than u. The idea is u use it on a turf and it disables the income for a set period. Conditions to keep it fair could be 1 use a month.
