I think it would be nice to get a notification whenever you got onto a leader board, or were kicked off of a leader board. It wouldn't be cities, but states, countries and world leader boards would be nice to have with this.

Everyone is on some kind of leader board. If you aren't, then you're either playing the game wrong, or you just suck.
