Geocoder issue?

I'm loosing capo status to much smaller player because he keeps laying turf in "no city" ...that doesn't make sense that I'd loose province capo to a much smaller player because he's finding these no city spots. I definatly have much more inf then him in this province.

The geocoders are currently being put in place but obviously haven't finished yet. Patience ;)

Like on the outskirts) and subsequently taking capo of the province. How will I know if he's exploiting this "no city" thing. Is this a known issue with the geocoding update? Sorry to be a pest I just thought he was cheating and I'd like to be set straight.
