Prevention of the troll attackers

So there has been a surge of players that have gotten beaten down on for various reason and have now become "troll attackers" (players that have no turfs and have only 0 upkeep weapons)
I think we can prevent this very easily. If a person has negative money (is in debt), he/she should not be able to attack anyone until they have money. "troll attackers" will likely end up in negative income after they attack people they can't win against or after they get attacked my players and lost what money they have.
What do you all think?

I suppose i disagree just because i dont think troll attackers are a bad thing. They force smaller players to actually mob up and learn how to form alliances. Its like tough love that weeds out players who wouldnt be dedicated anyways

👆 this. Also as I said before if your in a huge debt (one that selling your upkeep gear and doing missions for a few days won't solve - like 1billion in debt for example) you could contact support and they will reset your debt.
Although I do like Mysterys idea better. It's simpler yet solves the problem.

I went zombie yesterday No turf, no weapons that cost. I was being clobbered by a team of 20k+ mobsters. It was the only way that I can strike back at them. It's very effective and soon they will learn that the little guy might be crazy... Leave him alone

👆 doesn't work for those that are too low level to have that high inf.
