Attacking/level limits

I think that there should be something to protect lower level players from being mobbed I have been playing for 2weeks now but the only other player in my city has taken to farming me and has started to take my territories as he is level 50+ and has 500+ mob members I can do nothing to stop him what can I do? Any help appreciated.

If he's only 500 mob more than u. Pretty much 1 hour of code punching will close the gap between ur mob and his.
