No, if you have two accounts you can just milk it to no end, even with a transfer cap, weaker player would get harrissed and presured into giving up their turfs

Fail. Transfer of anything would spike a mule account frenzy and would also create a bully system. They would need an alliance or guild system in place so the little guys have some protection.
