It's pretty easy to figure out who's inactive. Go to turfwarswiki.com & look up Inactive.

Even so, that could still leave us with less inactives. Plus as others said, it'd be he'll to go about adding 1 upgrade to each turf u have if u have a very large number of turfs. Unless of course they add a button to upgrade all turfs for this special increase in turf influence (note: I am not suggesting a upgrade all button for all turf upgrades just this special one time upgrade)

Why not just look at the players profile of the turf to see if they are inactive. See how many missions they do, if their xp has gone up, if there win/loss ration fluctuated dramatically, and if they have purchased any new guns. View this profiles every once in a while to see if anything has changed.

Then you can't tax their turfs.
