To add value to being a capo, you should have-

Free police protection (Which is happening)
Increased hop range in the area
Maybe $1k tribute from every turf of an opposition player in the area??

Ideas. These would make it more competitive and add strategy to the game

A player is probably doing good enough if he/she becomes capo and would probably not need the money bonus. I believe capo is fine as it is and remains best as a title.

Problem is sometimes there are multiple capos for the same area

I SAY NO LOOT CRATE!
This would generate unfairness for people who can't become capo and the top people taking all the rare weapons and upgrades.

Yes. This should be between $500-$1000 per turf depending on how many turfs there are.
If there are no people in your area at all, maybe a compo of $500 per hour??
