I think that if a player has a turf over 86 and it is in range to cap, then the influence rule and the player's level should no longer play a factor in whether or not that turf can be capped.
I have found several players who are low level and low influence and I cannot cap their turf, even if the turf is at 138.

Players should be allowed to camp at low levels. If they have a 138 they are obviously at least level 60.

These players are obviously capping these turf. I am simply referring to the fact that if a player has turf over 86, it should be capable regardless of their level or influence.

If a player is at level 5 but has a turf at 87 or higher, it should be treated the same as a player at 85 so long as it is within capture range.

It makes sense, gives low level guys no repercussions from taxing a bigger mobster. I think there was an new Loot idea floating around where you would be able to steal loot from a turf without capping it. That idea would work perfectly in this situation.
