It shouldn't be much, just 5 or 10k game money. Maybe lower. Most experienced players have a lot more than that and wouldn't miss it, but it would encourage new players to read a bit before posting or keep down the number of stupid posts.

It could either be a new forum, or apply to all forums.

I think noobs tend to post the most stupid questions, ideas, or invite codes. Most more experienced have a large excess of money that people starting out don't. When people have billions of dollars a small fee to post isn't much. I think a new pay to post forum might provide a different kind of content to the GD

Can still keep the GD as it is, I mean start a new forum, I think the GD is too full of trolls newbies and junk, this is an idea to try and help combat that
