It would make the bank more logical to use. Downside: like most things it could be abused. What do you think?

No. What is this the FIFTH fucking time this has been posted in the last week? The answer is NO. No one is going to pay to sit on your dirty money. PLEASE for the love of all that is good and holy go back ONE PAGE to see if it's already been suggested.
