I can't build turf very far from my initial turf. I live 20 min from the city and my turf earns half as much. I dont see how I can compete with other players. How about a rural multiplier to help out players that dont live near a large city.

No way. Then players will just hunker down and find rural areas as they'd be a safe way to setup. Only 20 minutes from the city? Then why don't you road trip?

They should raise it a little I say minimum a 86 inf turf should make is 20 k ... Anyone ever try hopping when ur turfs make 9.8 k

The advantage to this scenario is that you aren't competing. That's why you make no money, there's nobody there. Whereas people in cities are competing, they are piled in on top of eachother.
