The concept follows the idea that as someone attacks your turf, there is the increased chance the Police interferes and 'busts' you.
This aims to address the problem of people absolutely wiping out turf in what is effectively, less than a few minutes - but, is based on the amount of "heat" generated by the turf war.
Capo Status could play a part in this, and perhaps your "Police Heat Status" could be affected if you are being too "troublesome" for them. - After all, money can only buy you so much leaway.
Perhaps too many attacks on a single turf may bring down the time of your paid "blind eye" by some nominal amount, and then regenrate as time progresses.
This parallels life, in that when gang warfare gets out of control, police are forced to take action.

I know, as a lower level player thatmost of my day consists of being belted by people 3x bigger. High levels people won't have many to compete with if players feel like they're better off deleting the game. they can only mob up so quick.
Perhaps the issue of a lack of things to do for high levelers can be addressed with something else; but if the aim is to capture turf, the game also needs to foster new players wanting to create that turf and have a chance to defend it.
